One thing that makes me curious about the "test during Red Flag" hypothesis:

What goes on at Groom is kept secret from everyone, not just civilians. And surely during Red Flag there's going to be more radar and visual coverage of the southern Nevada area - by many different air forces, not just the US's. OK, chances are any aircraft being tested there is likely to be stealthy and hard to pick up on radar, so in a sense, when better to test-fly it? But wouldn't there be a much bigger than average chance of detection of classified technology during Red Flag than at any other time?
