I believe the funding for the projects going on at Groom Lake are from sources that are basically untouchable, non traceable, and completely outside of normal channels. In short, I am sure that the core work being done at Groom Lake is recession proof. Historically other recessions haven't effected the work being done there from what I could tell. From my experience most companies, institutions, academia will cut budgets on day to day costs, annual costs, or current projects but will try not touch costs associated with future plans (i.e. where we plan to be in 5,10,20 years). Lastly I would tend to believe that there are many different areas of work going on at Groom and that they all have separate or diverse sources of funding. Just my opinion.
