Just to be sure, how "sure" are you that it was their rental car at the motel? License plate?
Otherwise, I can see a group of foreign military personnel in town (L.V.) for Red Flag and just seeing the sights like the rest of us.
Not sure why any foreign militaries would have clearance to work in/around Groom considering the nature of the place.
