A good reason that there is no "front door" with a loud doorbell and welcome mat is because they don't want to answer questions and interact with everyone who stops to "knock" at the door. An unseen perimeter (GLR entrance) with a sufficient amount of signage is enough to let people know that they are approaching a restricted facility, without actually posturing PR welcoming committees for everyone to "talk to".
