A good question. The answer is, as so often, quite mundane. There is a cattle fence, delineating the original pre-1984 border. I believe there is a GE plugin in our maps section that shows the fence line.
Since then, the border has been expanded twice. The fence has never been adjusted. One of the reasons is that the grazing rights of the local rancher extend up to the original fence. He has several springs in the mountains that are now within the restricted area. A new fence would pose serious water supply problems for his cattle.
BTW: As you probably know, there is a fence at the north gate.
