Excellent question. The "agencies" referred to are not named but, since this Executive Order in my opinion, was signed to make it easier to put ex-president Bush and ex-VP Cheney on trial, any other requests will, most likely, be subjected to the original rules. As National Security requests are received, (such as Area 51) there will be hurry up amendments added as necessary.
