From these descriptions, there is nothing unusual or extraordinary about these barrier systems. They are common at USAF and other bases in the U.S. and around the world that accomodate fighter aircraft. during my USAF ATC career, we utilized the BAK-9 and BAK-12 systems that were controlled from the tower.
