They are not flaperators or trim tabs - they're the leading and trailing edges of the horizontal stab which are manufactured separately and are angled compared to the flat area of the upper surface of the stab.

To say they're guards standing around the "aircraft" is to draw a very long bow indeed. Show us the wider shot if that's your argument, and lets see for ourselves.

Re the transporter, yes, these stabs are carried on specialised trailers around the factory area. They are finely balanced components and thus require special handling.

I've looked at Long Beach on Google Earth and am unable to find the "aircraft" in question. Can you please provide a lat-long so we can all compare it against the C-17s there ourselves? In fact, I'm also unable to find a U-2 or a "white SR-71 being serviced" there either...
