I picked up one of those NV Commision on Tourism "ET Experience" brochures and can quote the lines Gary refers to.

The Military (in a section referring to traveler safety)

"Much of the area on the southwest side of US 375 belongs to the Air Force. Never go off the road toward this area at night, and in daylight, heed the signs warning you to turn back, and not to take pictures. You may be arrested if you ignore them, and your camera may be confiscated."

The brochure mentions A51 by name but only describes it as being adjacent to the E.T. Highway. The map does NOT show Groom Lake Road (although it's dang near impossible to miss).

I bet the Air Force / DOD must have gone bonkers when the State of NV jumped on the Lazar/A51/Saucer bandwagon (cover of brochure shows a disc abducting a cow - makes the modified open range signs almost seem appropriate doesn't it?).
