Having transported General Dynamics, Rockwell, etc VIP's to the North Papoose drop off dirt pads in the 80's for the Army, I would think that there were a bunch of pax, Contractor VIP's or scientists, to transport to the Test Facility or some other place at General Dynamics. VIP flights are set up for the VIP's convenience, NOT the aircrews.

Eamples from my UH-1 flights: Pick up VIP's at the Star Wars MILES system after-action analysis trailer at Irwin, as opposed to about 50 miles away at Barstow-Daggett Airport where the UH-1's of Irwin FLT OPNS DET & 247th MED DET were based; then drop them off at the SW end of LAS, or the North Papoose dirt LZ's & wit for 5-6 hours for them.
