Sounds like you were on the road to the base of White Sides, one of the former view spots that were declared off-limits to the public in 1995. Back then, the border was extended to include White Sides and Freedom Ridge, and some of the roads around that area became dead-ends for public traffic. I don't think they are meant to be "traps" for unsuspecting visitors, though.

That particular road is sensitive because, if you manage to get up to White Sides, you have a full, close-up view of the base from an angle that would show areas that have not been seen by the public since 1995.
