My guess is it's real, and that the package wasn't really related to the man's government work, officially. It could have simply been a personal affect that held significance to him him and the men who came to collect it. The fact that it was marked and treated as super-secret might just be a farce. Just an idea to throw out there. Maybe the "military" men weren't even really military and it's more of a secret society thing. Who knows. Not us.
