For all we know the government could have asked and google said no (Although Google’s Vice-President and Chief Internet Evangelist Vinton G Cerf, has said: “Our policy is when have an issue...Arising from national authorities...We take it (imageries) away." From the list of reported blurred area, it seems the worry is more about people using the information for terrorist type attacks then intelligence gathering - otherwise every military, intelligence, government area would be blurred(although there was a story in my area where one of these types of programs came across an exposed sensitive section of a trident submarine).
