These confused signs..

The signs outside the Groom lake base,Surrounding the border read this.

'Nellis Bombing and Gunnery Range' Yet There is never any Bombing or Gunshots heard,if i'm not mistaken does this not make them a blatant lie?

Please post reply if you have any explaination for the signs.
