I have heard them on the scanner as well, seems like the old EG&G Energy Measruements King airs or something. I think Bectel or perhaps the DOE is still using call signs like NRG21 "energy 21". Back in the day there was a company called Ross Aviation from ABQ that also used these call signs. You are correct I have heard them calling "Bird Dog Control" to land at DRA. They used 126.15 which is strange because that is not listed as a "Tower Freq". Probably just bringing VIP's in for a look at Yucca. My $.02
