Not sure I get your point. The last thing that the base wants is any light at night that could expose their tests. One of the biggest problems that we photographers have is getting any pics of testing due to total darkness in the area. As for lots of people coming and going from the observation spots their is only one. The top of Tikaboo probably 60 miles from the proposed prison and 9000ft to the top. Dont see much of an increase in traffic there. No land grab.
