Tonapah Test Range is run, IIRC, by Sandia Labs (Lockheed-Martin) and it's "prime" mission is weapons development for the USAF (for sure)....Occasionaly missions, like the early 80's F-117 program, are run out of TTR because of it's isolation from prying eyes........
