Something I did in the 80s was ground crew for a hot air balloon company. We flew out of Moorepark and Palmdale, Ca. You can launch almost anywhere as long as the wind won't blow out a Bic. As for landing, if the wind is blowing at 30 MPH you hit the ground at 30 then drag to a stop. One story the pilot told was flying over Palmdale, the wind picked up and by the time he decided to put down he had entered Edwards airspace. It was kind of an emergency landing so he was not arrested, just he and his balloon were scooped up and taken to the border.
