I believe the President has one or more top advisors who have full access to everything and who keep him briefed on important developments. My opinion is that Groom falls under an inteligence directive and not the DoD or at least it did until fairly recently. In my experience, we had on rare occasions a guy who came through who had full access to everything. We were told he reports directly to the President so show him what he wants. These guys knew more about what we were doing than we did. By this I mean that we were told that what we were working on was for whatever only to find out years later that it was really a part of something else. I know this is vague but it's the best I can do. This was over 15 years ago so things have probably changed alot.
