There were 3 Tiered UAV programs, differing in size, complexity, and of course, cost.

I think Global Hawk was a Tier 2 type program, and Tier 3 was originally I think going to be something in the B-2 size. That was scaled back some to a Tier-3 "minus" as in the Darkstar and aircraft of that type.
