The P3 magnetometer detects submarines from miles away. I've heard from people who have had them in the labs at Moffet field that they can detect car doors opening/closing let alone a vehicle in motion. As a first level detection scheme in perimeter security, you don't need to know exactly where the breach has occurred, but rather to be on guard.

The shroud could be a radome for some sort of microwave detector, but you wouldn't have bolts nearby.
