Being a "dry" lakebed it no longer exists in a area where moisture patterns allow it to become "wet" to any real extent. You would have to have a serious, prolonged, and consistent increase in rainfall over a period of years for a dry bed like Groom to pose any serious problem to the base or the airstrips themselves. I would guess that they are in a area of Nevada that receives at most 10" per year total moisture.......maybe 15" in a good year. That's hardly enough to settle the dust 3 days out of 4. Saturate the desert floor and hold large amounts of water over a long period? Not even close....
