The Active Denial System, is the military's nonlethal "pain ray" that uses millimeter waves to heat the top layer of skin to create an intense burning sensation. This is already in use at Kirtland Air Force Base so there is no reason to think that it isn't availible to the militaries most secret areas. This system was designed to stop large groups of people by causing intense pain. There are even rumors that it can kill. From a different point the logistics of a very large group of people walking in the desert would be staggering.
