It's the "Device Assembly Facility" where they assemble the, err...devices. Thus the double fencing and all the usual stuff you see where our government has Plutonium lying around. Attached is a link to a nice oblique aerial of the facility. If you take the NTS tour, you drive past it, but that's as close as you get
