It is most likely a reflection off of a trailer. If you ever go out to the NTS (there is a tour quarterly, you have to sign up in advance and have a background check) these trailers are left everywhere, they house the telemetry equipment for underground tests. The circle around the area is a likely a road. They fence these areas off in a circular fashion with signs that say something to the effect of "Danger Radiation" or "Danger unstable ground" There is probably a slight depression in the ground if you were standing next to it. This was the site of a underground nuclear test after all. There are literally hundreds of these all over the NTS. If you are interested in this stuff, you should take the tour and see it for yourself while you still can.
