I agree it's either foam or ice. This photo was snapped in late January. I remember it was very cold dropping down to the low 20s in Henderson at that time. I know that because my wife took in a stray cat who was sleeping in car engines to keep warm. If it was in the 20s at night in Henderson, it was very cold at 4500 ft near Rachel.

My first thought was maybe to de-ice an aircraft but since there is no other sign of ice or rain, why bother...

If it was a fire, I would expect to see burn marks. Fossil fuels burn very black. Same with rubber tires. If it was a good fire, I would expect to see some evidence between the hanger and foam.

Very interesting...
