This is done by foreign intelligence agencies. I don't think a private investigation would get very far before getting itself in serious trouble. Can you imagine getting caught with a list of TS cleared people who all pass through the Janus terminal? That's not something you can claim as a hobby. On a lighter note, if there are aliens in A51 then there would have to be DHS/ICE guys keeping track of them. So I would look to see if these guys are going in and out on a regular basis.
