It all boils down to who's in charge, Nellis doesn't control Janet,they don't fall under that Command. Nellis was also very glad to get rid of Key/ATA in the 90's so why would they want Janet's eating up their airspace and ATC? Never gonna see Janet at Nellis there isn't enough politics on either side to make it happen.
