Hiding in the open I guess. Like was said though, when Janet starting ops there, no one really knew or cared, and traffic wasn't NEARLY what it is now...
My other theory, only a theory, is that Nellis IS a military base, and not everyone at Groom is military or has clearances to see or know what happens on base. Support staff not involved with ADP's probably just have a Government job,admin, services, pretty boring stuff and just happen to work at the base.
I also believe the parking and security situation would make the SP's job a little more difficult.
I think it works best for everyone, (even us) to have the Janets where they are.
