To my knowledge no one will rent a car to someone under 21, and some of the rental companies in Las Vegas require you to be 23. A car is the only way to get to Rachel. As far as Tonopah you may be able to get a bus from Vegas to Reno and get off in Tonopah. Its 100 miles from Tonopah to Rachel. If your interest in Tonopah is TTR or Basecamp your still going to need a car.
