I saw that too and it looks like the photo with the plastic bag and channel lock was probably taken either before they were set up for the ceremony or after they had broken it down. If you look in this photo http://www.air-attack.com/MIL/jsf/f35b_rollout_3_20071219.jpg you will see a red rope behind the F-35 that is not there in the FOD photo. If you look to the bottom left of this photo you will see a photographer standing near where the FOD is. In this shot http://www.air-attack.com/MIL/jsf/f35b_rolllout_20071219.jpg you will see there is a riser and podium that has been moved in closer to the F-35 for the speakers. My guess is that the FOD belongs to the Lockheed publicity and AV crews.
