I hear that in the days of people camping out on Freedom Ridge and White Sides, test flights did get cancelled when there were people on one of these hills.

With the closest view spot now 26 miles away, test flights really are not affected by that any more. Most sensitive test flights are done at night anyway. From Tikaboo I have seen test flights take off at night several times. All you can see is the plane's landing light. As soon as the plane is airborne it is usually turned off.

If a test gets cancelled it is most likely due to weather or for operational reasons. For instance if the plane is not ready fo that particular test, or if some of the related test equipment fails etc.
