I believe you're right about special deputation.
Because of the nature of the site where the cammie dudes are found, that relationship, is in itself, unusual in regard to deputation, but not so unusual in cooperation.

I have never known a local or state law enforcment agency not having some type of recipocal cooperative relationship between themselves as civilian law enforcement communities surrounding a federal or military installation and those charged with law enforcement and/or security within a federal reservation.

I think you will find that their authority not only applies within the site, but along the external perimeter right-of-way, outside the site as well.

I think you'd find that to be the case regarding most federal reservations. Example would be HIGH POINT, sometimes, simply called "the hideout."
