I take it you mean the 'wires' from the horn that sort of fan out towards the dish. All I can think of is support for the waveguide/horn, or possibly some sort of shaping of the signal. The heavy duty tripod and rotators would indicate it's a tracking radar and can pan and tilt at a high speed so I'd guess support. But it does seem very temporary. Maybe "let's see if this works and then we'll make a permanent mount".
