Perhaps the tanks held solvents (for cleaning) and not fuel. It could be as simple as the cleaning tasks were moved off-base, or a more environmentally friendly scheme is used that does not require chemicals, such as ultrasonic cleaning.

Solvents such as TCE and Freon have been reduced substantially in the private sector over the years, so perhaps Groom Lake cleaned up their act giving the recent lawsuits.
