That was/is maybe my guess. At the south end from what appears to be covered areas, the objects placed on the flat surface are at multiples of 10yards - 10/20/20/40/50/60. They could be movable target stands. The "berm"/wall at the end of the flat surface is at 100yards. Nice orientation, facing north, with sun at one's back.

My only problem is the road to gate 700 is only 500yards from the covered areas. That's probably a bit close for pistol rounds and certainly too close for any rifle work. With all the available space to choose from maybe not a live fire range.
