I think there would be need for a limited amount of aircraft fuel on site because I think most craft would either be fueled mid-air while airborne or stop over at Nellis, Edwards, or elsewhere in the pattern for fuel. I still think an underground storage system makes sense as gases are needed for arc welding, for example. Then other chemicals would need to be stored not only for cryogenics but for other scientific areas that we all have speculated about. Just speculating, but it sounds almost like the "rabbit" is building a deeper and bigger "burrow," much like what Mount Weather finally became.
