Comparing it with 2003 satellite images I am not sure the north ramp is actually being expanded, or simply re-paved. Over the last few years, most of the ramp areas have been re-paved. This could be due to age, but may also have to do with recent law suits. I think the substance north of Hangar 18 IS ice. The photo was taken in winter, so below-freezing temps are possible. The question is: Where did the water come from...
