Yes, it is an arresting net. It can also be seen in the 2002 photos on Google Earth, and even (barely) in a 1998 satellite photo that I have. The north end does not need a net because it has the lakebed overrun, but if you overshoot on the south end you are in the desert.
The net can also be seen in my 2005 Tikaboo panorama (see attached link). In the first section, just left of the label "Arresting Device". It appears to be laying down when not in use.
