You are correct, the runways are typically not illuminated when not in use. However, when a plane is about to take off or land, the runway lights usually come on. For "stealth" approaches I would expect them to use night vision runway lighting, like they have at the Keno airfield near the TTR Cedar Gate. I should also point out that this is an abandoned section of an old taxiway. It is no longer connected to the taxiway system, and too short to land anything but small UAVs there.
