1. I would doubt that anyone would get far enough to have to use the option 2. I beat the regulations to use deadly force dont cover yahoos who want to cross the line as a statement (be in one, two a hundred or a thousand). I assume these guys a procifient enough in controlling crowds that they just wont start mowing down people.
