Boeing states that B-737 types be crewed by two. Beechcraft recommends a similar type, the King Air 350, as a single pilot aircraft.
The insurance industry regulates the Part 121 and 135 carriers as well as the FAA. That is why there are usually two crew members when someone is paying for the ride.
When the operator is the Air Force it would be crewed by the manufacturer’s recommendation. In this case a single pilot.
The accident report stated the pilot hid a serious medical condition that led to cardiac arrest. It was his responsibility to meet the medical limits.
