Norio, et al please don't be so stressed. Many portions of the overall site was originally AEC and BLM land annexed to the Nellis Test Range; the Air Force acts as Liasion. Because much of the facility is dotted with buildings utilized by Defense vendors and their sub-contractors, As for "who" is in charge, it all depends on what aspect is involved. I suggest that you be glad that information and investigations (where and when necessary) are being filtered to the media and public through the Air Force Please don't look for any apology from those who have not participated in this irresponsible independent act; you'll be greatly disappointed, for it will never officially come. The individual needs to be brought to trial to bring the matter to closure for all involved. If anmy apologies should be offered, I would suggest that the accused do it, if tried, and then, found guilty, he should be the one to do it, and in OPEN court before the OPEN media.
much of the internal matters relative to handling classified materials and documents are under supervision of Defense Investigative Service.
There is also private security working for the prime contractor, as some military security personnel assigned.
