Regarding the 4WD, the smaller, the better, as long as it has high clearance. On our last trip we used a Jeep Wrangler, which got us to the upper staging area (almost) without a problem. Larger trucks and SUV's won't be able to make some of the turns without some serious scratches in the paint job. Even the road to the lower staging area is in rough shape.
But you can always park at Badger Spring, or near the left turn before the lower staging area, and hike from there (see our Tikaboo map). With a little skill you can get to Badger Spring in a 2WD with somewhat higher clearance than a passenger car.

Telescope and camera (300mm lens or longer) are a good idea. And a GPS, with the waypoits from our map. Don't forget to set a waypoint where you park your vehicle. There is dense vegetation, and a waypoint will help find your car. Not sure how useful a video camera will be, unless you can hook it up to your telescope.

Take enough food, and at least 1.5 gallons of water per person.

No need to be concerned about the border there. You are far away from the nearest border.
