Yes, that intersection is accessible to the public. I have parked there many times. However, there is some ongoing construction activity related to a runway expansion at McCarran in the lot opposite Four Seasons Drive. A gravel access road now extends Four Seasons Drive into the construction area. But there is still plenty of room to park and watch the Janet terminal. We did some filming there a few weeks ago for a new Travel Channel show.
