I don't know if anyone ever did this, but if you had an aircraft HT that can read the VOR, it would be quite simple just to take a vector on the VOR from Tikaboo and project the line.

The weather station should be on the ground, more or less. The "tower" transmitter may not be on the tower based on the locations where I can receive it. Maybe more accurate would be the transmitter for approach/departure is not on the tower. I don't have any recordings, but I recall that you can hear the approach/departure frequency from Coyote Summit.
