Hiking Tikaboo in winter is definitely possible, and has been done several times. At night you can have windchill of -30 degrees though.
Except for right after a snow storm, Badger Spring is accessible in a 4WD year round. Beyond that it is "hiking only" in winter. But it only adds about a mile to your hike, on faily easy terrain.
The steep last part of the loose shale can be dangerous in the snow, especially if you carry heavy gear. Spring and fall are usually the best times for a Tikaboo hike.
