Maybe the 00 and 45 is when they start to taxi. The departure times on the net don't sync up with 00 and 45.

By "286" number, do you mean the number near the nose of the plane? If so, the numbers correspond to the old military tail numbers.
N5175U was 72-0282
N5294E was 72-0284
N5176Y was 72-0285
N5177C was 72-0286
N5294M was 72-0287

The exception is N4529W.
