As long as you are on public land (and if you're on Tikaboo, you are) you can take photos/images with whatever kind of equipment you like. You won't be "accused of spying." Note that the warning signs on Groom Lake road specifically say "no photography of this area" and yet the cammo dudes will just sit there and watch you take photos; they don't try to stop you.

The folks on the base may wish you wouldn't use high tech gear (actually they likely don't care - they know you won't see much), but they can't do anything about it.
