It makes a lot of sense to test the airship over the Great Lakes or over the Northeast Corridor. I'm sure getting permission for Canadian overflights to refine their surveilance systems, and the only people that'll report strange aircraft sightings over the Great Lakes are sailors on ore boats and freighters.
